Construction Manager (Richmond District - Northern Region)

The Richmond District is seeking to fill the Construction Manager position working out of the Ashland Residency. This position will manage, supervise and provide guidance/instruction to construction inspectors on multiple construction projects for the Northern Region (Hanover, Goochland, New Kent, Charles City, Henrico and City of Richmond). Serve as liaison between field and project office in resolving challenging construction issues; keep the Area Construction Engineer abreast of the progress/problems on projects; and administer contracts and prepare/review correspondence and reports related to construction projects and ensure contract document compliance.
Minimum Qualifications
Considerable knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment; of road/bridge construction standards, specifications, MUTCD, environmental regulations (DEQ), safety requirements, DBE, EEO and CR guidelines, and related rules/regulations; and of strategic, managerial, operational, human resources, supervisory, administrative and financial management principles, practices and techniques. Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions and specifications); and of federal, state and local transportation rules, regulations and policies. Skill in independently composing correspondence/reports; monitoring budget/project expenditures; and in operating personal computers and related software (MS Office and construction project management systems).Proven ability to manage construction on a wide variety of roadway, structure and bridge construction projects. Ability to oversee, supervise and direct the work of others and make assignments; to communicate effectively both orally and in writing with the public, contractors, public utilities, consultants and political entities; and to interpret highway contracts, special provisions, plans and specifications. Ability to obtain required certifications within 12 months of employment. Valid Virginia driver?s license required.
Preferred Qualifications
Experience in engineering or surveying related to construction and inspection requirements on highway and structures. Experience supervising consultant or in-house inspection staff. Contract administration experience with the ability to compile and develop financial components of budgets into contracts. Experience with VDOT contract specifications. Certified Construction Manager (CCM) certification preferred. Current certifications in soils, aggregate, asphalt, concrete, nuclear safety and transportation, guardrail installation, pavement markings, stormwater inspection, DCR Erosion and Sediment Control, and OSHA Safety preferred.
Special Requirements
Position is designated essential in emergency operation events and is required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Telework options to be determined by manager according to business need. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
